In his post, scholarship parity means the athletic department paying the university the in-state tuition rate for out-of-state scholarships (instead of the out-of-state rate). Places like North Carolina (the state - this is a state issue) already do this apparently. It does not increase the number of scholarships you can give, but it does free up money for other purposes.
